The Top Executive WSH Programme (TEWP) Course emphasizes the importance of WSH within the organization, outlines the legal responsibilities of the Chief Executive and Board of Directors, and provides a detailed root cause analysis of common incident types.

Before beginning this course, it’s essential to have the following:
The participant must be a Chief Executive (or equivalent) or a Board Director responsible for WSH in the company, as required by Measure #1 in the Approved Code of Practice for Chief Executives’ and Board Directors’ Workplace Safety and Health Duties. This program is also ideal for staff interested in learning more about WSH.
Participants who complete the course with 100% attendance will receive an e-certificate.
A Certificate of Completion (COC) is awarded to trainees who declare themselves as corporate top executives, such as CEOs, Board Directors, or equivalents (excluding Covering Officers). Obtaining the COC fulfills the legal requirement for attending the Top Executive WSH Programme (TEWP). Only the COC is accepted and recognized by the WSH Council for bizSAFE.
A Certificate of Attendance (COA) is given to trainees who declare themselves as non-CEOs, non-Board Directors, or non-equivalent corporate top executives. The COA does not fulfill the legal requirement for the TEWP and is not accepted or recognized by the WSH Council for bizSAFE.
Starting 1 Mar 2024, CEOs or Board Directors from companies in the following sectors must complete the Top Executive WSH Programme (TEWP) if they meet either of these conditions:
The company’s SSIC 2020 Code, submitted to ACRA, is under Construction (SSIC Code F41-43), Manufacturing (SSIC Code C10-32 excluding C301), Marine (C301, H52252, H52225), or Transport & Storage (H49-53 excluding H52252, H52225).
The company employs work pass holders in Construction, Manufacturing, Marine, or Process categories, regardless of the SSIC code.
Effective 1 Apr 2024, companies applying for bizSAFE L1 certification must ensure that their CEO or Board Director completes the TEWP before submitting their application.
All companies in higher-risk sectors, such as Construction, Manufacturing, Marine, and Transport & Storage, must ensure their CEO or Board Directors complete the program by 1 Mar 2024. After this date, the course will replace bizSAFE Level 1.
Customers must submit their declaration forms via SingPass, following WSHC regulations. Walk-in and email registrations will not be accepted.
Participants must bring their mobile phones for mandatory attendance-taking through SingPass.
